New Board Appointments Confirmed


A senior HR practitioner and the founder of one of Wales’ leading firms of independent accountants have been appointed non-executive members of the Board of Milford Haven Port Authority.

The Secretary of State for Transport, The Rt Hon Ruth Kelly MP, has confirmed the appointment of Fiona Birt-Llewellin and Gareth Lynn to replace two retiring non-execs, Geoffrey Philipps and Brian Charles, who have served on the Board since 2000 and 1999 respectively.

Fiona Birt-Llewellin lives in Pembrokeshire and has had a career as a senior HR professional with 18 years at board level, most recently with Capital Consulting, a recruitment process outsourcing company based in London, where she worked for three years until 2007.


She joined a small recruitment consultancy in London in the mid 1980s, and was quickly promoted to the board, helping to develop the company into a plc which was sold in 2000. She moved to global consultancy TMP Worldwide, working with them for two years, and took on a number of consultancy assignments before joining the British Horseracing Board as recruitment and training director in 2003. Fiona has been HR Director for Capital Consulting since 2004.

Gareth Lynn lives near Cardiff, and is director of audit and assurance services at KTS Owens Thomas Ltd, a firm of chartered accountants and registered auditors based in the city.


He trained and qualified with Ernst & Young before setting up his own practice in 1990 with two colleagues. They have grown the firm over 18 years into one of Wales’ leading independent accountancy practices employing 82 professional staff across two offices. He provides financial and commercial advice to a range of private sector clients and works closely with a large number of public bodies in both Wales and England in respect of audit assurance and risk management.


Board chairman David Benson said the pair’s private sector expertise in human resource and financial management would be invaluable to the Authority.
“It’s gratifying that the Port Authority attracts such high calibre individuals to its Board,” he said.
“I would like to pay tribute to the contribution that Geoffrey and Brian have made over the years, and warmly welcome Fiona and Gareth to our table – I know they have much that they can give as we continue to develop Milford Haven to be the most highly regarded port in the UK.”
